Bans are given out by mods for instances of breaking the Habbo Way. A first offence of swearing, flooding etc. will usually get you a two hour ban.

Two hours is the least amount of time you can be banned for. Obviously the worse the offence the longer the ban and if you are known to have been banned several times before and/or the offence is especially bad then the ban will be permanant, meaning that you are unable to log into that habbo ever again. Any furni/HC Membership etc. that you may have on that account will be lost.
